Some cases may require customer contributions, possibly supplemented by Scotland grants and loans for costly measures like solid wall insulation. Interest-free loans managed by the Energy Saving Trust assist with contributions, subject to credit checks and administration fees. Potential improvements include cavity wall insulation, loft insulation, draught-proofing, central heating upgrades, and renewables.

How does the Warmer Homes Scotland scheme benefit private renters?

For private tenants, the scheme offers potential property improvements that landlords may need to fund themselves. Permission from the landlord is required for any installations, such as loft insulation.

Since August 1st, 2017, restrictions have been in place on the type of improvements available under Warmer Homes Scotland for privately rented homes. Properties covered by the statutory Repairing Standard cannot receive improvements that are the landlord’s legal responsibility. However, tenants remain eligible for other improvements recommended by assessors during surveys.

Eligibility Criteria for Free Insulation Through Warmer Homes Scotland

To receive funding for free loft insulation or other home improvements under the Warmer Homes Scotland programme, your household must meet the following criteria:

You must own your home or be a privately renting tenant.
The property must be your primary residence.
You need to have lived in the property for at least one year (except if you have a DS1500 certificate).
The property should have an energy rating of 72 or less and a floor space of 230 square metres or less.
Your home must meet the tolerable living standard as per the Housing (Scotland) Act 2006, or, if it doesn’t, it must not affect the efficiency of the recommended measures.
You must not have benefited from energy-efficient improvements through Warmer Homes Scotland funding in the last five years.

Additionally, you need to meet at least one of the following conditions:

Be of pensionable age, without a functioning heating system, and receiving a ‘passport’ benefit.
Be aged 75 or over and claiming a passport benefit.
Be pregnant and/or have a child under the age of 16 while receiving a passport benefit.
Have a disability and be receiving a high rate of Disability Living Allowance (DLA), or the care or mobility component.
Have a disability and be in receipt of any level of Personal Independence Payment (PIP).
Have a disability and be claiming a low/medium rate of DLA while receiving an income-related benefit.
Be a carer receiving Carer’s Allowance.
Have been injured or disabled while serving in the Armed Forces and be receiving Armed Forces Independence Payment/War Disablement Pension.
Have an injury or disability due to an accident or disease at work and be receiving Industrial Injuries Disablement Benefit.

Universal Credit or any other benefits that are set to be replaced by Universal Credit (such as Income-based JSA, Child Tax Credit, Working Tax Credit, Employment and Support Allowance, Income Support, and Housing Benefit)

What is the Great British Insulation Scheme (GBIS) and who does it benefit?
